Mary, did you block any sites in Site and Content Rule?? Because sometimes when a user tries to access that site which is blocked, even if you give anonymous access, it popups for logon credentials. You may want to disable those Rules and check again. There is also a registry hack for this but we can do that as gateway of last resort.
