You can't use specific IP listeners on a DHCP-assigned ISA.
You have to configure it for "all addresses" on the External network.

Noticing that the ISA server doesn't add the changed dynamic IP
address to the external interface settings. Instead the address ends
up sitting in the "Available IP Addresses" box on the external network
listener. This, of course, causes a problem for published web sites
and services. Is there anyway to automate this process on the ISA
server or do I have to place a router in front of the server and
forward the ports thru it?
