ISA web publishing

I am using ISA 2000 for web publishing. One of my published sites has a
link to an exe file for download (citrix client).
When the site is accessed from the internal network (direct access to web
server) the exe can be downloaded. When you click on the link from the
internet (ISA web publishing) you get a page cannot be displayed message.
Is ISA blocking exe files?
