ISA preventing external clients from downloading exe files from internal web server

I am having a problem with ISA server preventing my external clients from
being able to download exe files from my web server which is behind the
ISA server. Internal clients can download without a problem, but anyone
on the outside cannot.
This problem only applies to EXE files.
I checked my Site & Content rules, and I do not have anything that
attempts to block access to specific groups. All content is allowed both
ways.
