Chcek your ISA logs to see what traffic is crossing ISA during those times.
ISA shouldn't just "connect for fun".

Subject: [isalist] ISA Server dials modem connexion without demand

http://www.ISAserver.org

using isaserver and dial on demand line. We hear the modem connecting to
internet all the day when no one is connected.
When, on server console, I explore network (on LAN), the rasmonitor seems
to indicate somme traffic on the modem and the modem has problems to
disconnect.
Active cache deactivated, all shareware on desktops uninstalled, automatic
mail receiving deactivated.
Is there an explanation to this (we are spending too much money because
connection is on during all the night)
