Nope; this is a real problem with the ISA web proxy service.
If an FTP fails to ask it for a password during an anonymous connection,
w3proxy chokes and spews a 12016 error.

Not sure what he is talking about but there was an IE bug that caused IE to
send the wrong credtials.

Have you tried connecting via command prompt?
