Here's your lunch...
..from the KB
Restart Requirement

You do not have to restart your computer after you apply this patch. The Web
proxy service (W3proxy) is restarted as a result of applying this patch.
This action is performed to make sure that no vulnerable pages exist in the
Web proxy memory-based cache after the patch is applied.

I read both the KB and security fixes....it said nothing about restarting
the services automatically.

Show me where and I will eat my words...but it wasn't there.

Ive applied hundreds perhaps even thousands of hotfixes without any of them
doing an automatic restart or reboot of a system. Now the majority of them
give you a prompt saying "you need to restart, would you like to" or
whatever...but very few if any have ever done it without prompting.

I knew a reboot or restart would be required (as with nearly every fix),
however I usually schedule them for a later time.

For those who read the articles (KB and Security bulletin), it was made
abundantly clear.
All hotfixes restart appropriate services to ensure proper updating.

Tell whoever made the EXE to include information that it will restart the
services without warning immediately after accepting the EULA next time :)

Hey!

This Security Alert:

http://www.microsoft.com/technet/treeview/?url=/technet/security/bulleti
n/MS03-028.asp

Has to be one of the best written sec alerts on the site. Not only does
it give the details of the problem, it goes through the issue of what
XSS is, how it works, and how it relates to this alert.

The typical sec alert essentially says "someone found this thing is
broken, here is some obfuscatory reasons why its broken, and if you
don't understand, too bad and oh, we're not going to give any examples".

My hat's off to the author of MS03-028!

Thanks!
Tom
