As Tom said; it depends on what you want for your clients.
"Basic IP settings" can be provided by RRAS, but anything more than that 
requires the DHCP relay.
It's not about one OS vs. another; they all operate the same WRT DHCP (except 
for IPv6 addresses in WS08).

For what it's worth, Gentlemen... when I installed ISA Server 2006 into a 
Windows 2008 domain in my test lab, I don't recall having to mess with a DHCP 
relay on the box; VPN connections simply worked.  At most, I may have specified 
the client subnet for VPN clients.  That's my recollection, anyway.  Although, 
I am getting older so I may just simply be having another of my senior moments.
