"Basic IP settings" can be provided by RRAS, but anything more than that requires the DHCP relay. It's not about one OS vs. another; they all operate the same WRT DHCP (except for IPv6 addresses in WS08). At most, I may have specified the client subnet for VPN clients. That's my recollection, anyway. Although, I am getting older so I may just simply be having another of my senior moments.
