This also happens if IE is configured for auto-detection and the wpad request
fails

One workstation on the network running XP Pro, IE 6, Firewall client,
always gets a 403 when opening a webpage. If you hit refresh the page
comes in. What do I need to do to fix this? It's like the browser isn't
waiting long enough for the page to come back.
