How to use two ADSL with one proxy ?

Hi all,
I have a problem needed some helps from you.
We are providing internet access service by an ISA server and one ADSL line.
Now, because there are too many connections that the quality of service is
not good. The ADSL line usually drop and down.
Now, we want to reduce the load by adding another ADSL line. For making
transparent with customers, we need to use both of ADSL line with that ISA
server.
How could we configure the ISA server to gain this purpose?
