"using VPN" is like saying "using VOIP"...

What is required on a local machine to allow it for  outgoing VPN thru ISA 
server to a  CISCO  or another remote ISA VPN server.? 
Only client access.
Any ports to open on the ISA server if the local client is using the winsock 
proxy.?
