HTTP Dowloads

Since I moved to a back to back configuration I am unable to do http
downloads. The download acts like it's going to start and then gets to
about 20% and it says it's finished. It acts like it has downloaded the
entire file but it really only downloads a portion of the file. I have
tried this with and without the firewall chain set.
Any ideas?
