Try disabling folder view for ftp and enabling passive ftp in IE's advanced
settings. (Tools/Internet Options then the Advanced tab.)

My users on the network can no longer ftp out of our network through ISA

I can, but only via cmd prompt and ftp

they connect, and when they try to list a directory, the connection
'hangs'

I have tried connecting to about 5 difference ftp servers, all no joy

Also can connect to these no problems from outside ISA

Any clues?

Steve
