Filtering by user and IP

Hello everyone. I have the following question, Is there a way in that I
can limit the web browsing by IP and by username. I mean that the user
"ADMIN" have the possibility to browse the web but only from a specified
client set of computers without limit him in the active directory to
logon from an specified set of computers.
