FTP issue

What on ISA would cause "connection refused" to an FTP site

1.1.1.1  ~external IP of ISA Server~ published to an internal Snat IIS FTP
site.

but allow the connection to take place to ftp.xyz.com which was mapped to
the same IP address.

Before this weekend, you could connect to either the IP or the DNS
name...now only the DNS name allows connections.

The external DNS resolves to external IP of ISA and then wep publish rule
using destinations sets redirects it to internal web server. Isn't that
right? How can I have IP of web server in the external DNS? Thats internal
to the the network. 
Pls explain
