FTP external file transfer

I have a rule set up for FTP to the internet. I can connect to a FTP
server on the internet, but cannot transfer a file to them. When I try
to do a PUT, I get 550 access is denied. FTP works fine with the old ISA
Server 2000. When I switch to the new ISA Server 2004 I get the error.
Is there a rule I need to add? Thanks!
