Had the same problem, everything else was picked up ok and still worked, I solved the problem by finding every instance of "configure FTP" which is read only by default. Changed it to full access until it worked, then removed "full access until I found the instance that stopped it working" This may not be a very elegant way of problem solving but it worked for me. I can't access it however, from the ISA server no matter what allow rules I put in place. I have tried this with 2 different internal FTP servers. Same result. All the log shows is a failed connection attempt to the FTP Server.
