I don't want to add upstream proxy server in domain.
SP1 for ISA Server is installed on both servers (up and down).
I add trouble site to rule that do not have web filter and it solves the
problem. (but I am not satisfied because this will happened again with some new
site)

I use serbian (latin) language with letters ć (0107),č (010D),š (0161),đ
(0111). UNICODE
When I tried to open sites with above letters in URL requests .... I got an
Error Code: 502 Proxy Error. The parameter is incorrect. (87).
I AM desperate and hopeless. Any help is priceless.
