I am facing the same problem that dailysum.exe occupies 100% of CPU usage. I tried to END TASk it but failed to do so, So I rename dailysum.exe from Programe files\ISA Server to dailysum.xxx, and then restart the system, Then the problem gone, Another solution I found is to install ISA Server Service Pack 1.
