Answered my own question.... A reboot of my backbone switch and the ISA
solved the issue....

All,
I have 2 sites, tied together with ISA2004 SP3 on Server 2003 SP3, VPN
connection. I have an internal web server at one site and everyone at
that site has no problems getting to the web pages. At the remote site,
if they try to get to the web page, we get the error below. All traffic
is opened up between the sites.
Technical Information (for support personnel)
* Error Code 10060: Connection timeout
* Background: The gateway could not receive a timely response from
the website you are trying to access. This might indicate that the
network is congested, or that the website is experiencing technical
difficulties.
* Date: 11/13/2008 5:00:35 PM
* Server: dia-hale-isa
* Source: Firewall
What is odd is that if I use https and not just http, I get to the web
site (both are configured on the IIS server). As a side note, I also
have an external listener for this web server and there are no issues
connecting "outside".
