Cannot connect to a site www.ncu.edu

Hi
I have an isa server that is configured to allow all http traffic in and
out but when I attempt to connect to www.ncu.edu the connection error
message states that is timing out.
If I try to connect from the public side of the network from another
computer is connects with out issue.
I have changed the timeout on the isa server from 180 to 360 seconds but
that has not helped either.
Any ideas why specific sites can not connect
