Blocking SSL Sites through Site and Content Rules

I have configured a Site and Content rule to deny access to an external
web site via its FQDN and IP address.  The site is blocked as expected
when using HTTP, but you can still gain access via HTTPS.  Reading all the
documentation regarding Site and Content rules it implies that SSL sites
should be blocked.

I have tried all the usual like placing /* in the path and different SSL
sites, but you still get through when using HTTPS.

Clients are using Secure NAT. Even when a browser is configured as a Web
Proxy client no blocking occurs.

Does anybody have any ideas or suggestions?
