No, ISA doesn't control bandwidth that way.
The BW control only takes effect when "the pipe is filling" and then divides
it up more along the lines of "percentage"

Is there a way to control that bandwidth that the ISA server is giving
to a certain client? lets say I want client 1 to have only 64kbps of
acces speed.
