Mine didn't work either.  I actually had made a change (joined a domain or
changed server name or added an ip).  I ended up recreating it by hand.

I recently tried to reload a BIF for my ISA configuration and it kept
saying that there had been changes to the array and the file was invalid! 
There have been NO changes to this array...it is on the exact same machine
with the exact same service pack (2000 and ISA).  Anybody have a way to
read the BIF and get the rules out of there?  I don't want to create this
by hand, but it looks like I have no choice in this matter.
