Maybe he is using the book to hold up his coffee table or using
it as a reference on how to pass light thru solid objects.

Dont worry about him tom your books are very helpful.

Now how can i restart the friewall service without restarting
my computer?

This book seems to be written in the form of how the
author would configure an ISA Server. I personaly purchase IT based
books strictly as reference manauls for my career, and this book leans
more towards a "senarios" slant.
