You "might" be able to get it working with one ISA server if you
restrict that second external connection to only SMTP traffic, and make
several changes to route all SMTP traffic through that second IP
address.

It's not pretty, but it might work. The big difficulties come when you
attempt to use the same protocol on two different IPs. I had a similar
configuration a couple of years ago, so I think it should work.

Unfortunately, you would guess wrong.
ISA does not (yet) support multiple Internet interfaces.

Bryan has two choices; multiple ISA servers or an external
connection-sharing device.

I guess you should be able to add another network card connected to the
new internet switch, create a network for it.
Create another network with your users IP range and NAT the user's
network to the new network created with your new NIC.

I was hoping to NOT add another server to the mix. We are a small
company and try our best to limit the number of servers that we have /
manage.

How about another ISA server just for outbound?
