Immediately upon installing XP SP1, my box exhibited the behavior- both with the FW client enabled and disabled. My domain was already in the LDT, and adding *.domain.com did not help. I followed the instructions a million times, and I could never get "new mail notification" to work- my only work around was a registry hack to make the Outlook client force a refresh every 30 seconds.
