403 on Web Publishing

Trying to do a simple publish to an internal website.
The external URL is:
http://msds.kaobrands.com
Internal URL is http://kaoajc/msdsfind
(10.49.2.35)
so I added the listener on the external ISA ip of 66.42.146.11
added destination set of
msds.kaobrands.com --> /msdsfind/* and /*
added web publishing rule using said destination set forwarding on to
10.49.2.35
forward on original header
http to http
https to https (site uses no https)
from the ISA server if I type:
http://msds.kaobrands.com I get the 403 Forbidden error
if I type:
http://msds.kaobrands.com/msdsfind it works.
I also added the host header entries for both of the above URL's to the IIS
server.
any other ideas?
