[infotech] windows anytime upgrade

hi is m buying a netbook today with windows seven starter on it.
do i need premium or wills even suffice for basic tasks?
if i did go ahead with the upgrade on the dual core machine i am getting
firstly will system access atom license work on the atom core 2 duo machines,
and if i do the anytime upgrade can we do this until the computer restart?
