Any specific FOSS in mind?
If you can specify which softwares they are intrested in translation, I can
provide some pointers and can send some power point presentations.
If you are organising a session for this on a saturday, I will try to travel
to Chennai and participate in the session.

Hi Mugunth and Others,
If you have set of FOSS applications specific for tamil, we can make a
yum repository out of it. We need a machine with say around 500MB space
and a shell account. More than that the machine should run Fedora.
It is fairly easy to create and maintain yum repositories. May be the
next step can be creating a custom distro.
I can give a presentation on the same if needed.
