[Ilugc] video contest on "free and open source" in Carte Blanche

hi friends,
I came to know that there is a short video contest on "free and open
source software" in Carte Blanche. I am very much interested in video
editing. can anyone tell me in detail how the video is expected to be?
should it be a short film? or a promo video?
The video may be a film shot in camera or slideshow-like or animated one.
Anything is fine as long as it is a video that explains FOSS.
maximum length of the video and the format in which it has to be submitted?
3 mins and in OGG format.
