[Ilugc] users restrictions

I think this question is repeated in last few days.
All settings are normally stored in .kde .mozilla etc directories in
the home of the user. The user being the owner has full rights on all
files. I don't see any way you can knock this permission. As taking
off the permission means - temp cache file cannot be written, book
marks cannot be made etc.
After all the user owns his home, how can you infringe on his right?
May be you can tweak to source of these programmes, knock off what
you don't want and compile your custom copy.
One temporary way I can think of is change ownership, of the files
which store settings, to root. May be settings will not be stored.
However, clever user can remove this file or whole directory itself.
