Not necessarily true. You can always setup an offline Rails project,
and use it for demo purposes. Rails does come with a built-in web
server. Or you can also set it up with a web server on localhost.
Many do have Internet connectivity on their mobile phones, and if
required, it can be shared to the laptop for Internet usage.
It all comes down to attitude.
