I assume that you use Fedora Core 3 and give this solution.
This can be applied for any RedHat/Fedora versions. First
you have to locate the package that provides the file
'/sbin/shutdown'. For this do...
# rpm -qf /sbin/shutdown
It should return you the package name that provides that file.
In my case I got 'SysVinit-2.85-34' as the output. Now you
have to get the SRPM from Fedora's website
(
http://download.fedora.redhat.com/pub/fedora/linux/core/3/SRPMS/)
and install it. Then you will be getting the tarball of the
sources of this package at '/usr/src/redhat/SOURCES' directory.
