[Ilugc] graphite server showing timeout

Something is wrong with the daemon setup, it is respawning too fast.
The message is clear.

Backtrack to whatever changes you made to carbon-relay and
carbon-cache.  I believe there are enough docs on carbon/graphite so
please RTMF.
