I don't understand how digital certificates are dependent on any
perticular O/S. In fact, I would be equally surprised if you told me
that digital certificates can only be managed on Linux or Solaris.
Could you please explain this statement?

I am not very sure. It is not the digital certificate but the site of
ministry of corporate affairs.
I think it is managed by Tatas and not very Linux friendly.
The site is
http://www.mca.gov.in/ and I had posted this many e-governance
forums.
I will try to get hold of the reference to those postings.
In TN due to efforts of Mr.Umashankar , they made it work to an extent I
guess.
