Device level ro locks are a better option though more restrictive. You
would need to burn a CD everytime a config needs to be changed. Maybe
config files can be maintained on ro-tabbed floppies which can be made
writable, config files changed and tabbed back to ro.

talking of read-only filesystems, Asokan once had this idea of a
'secure' system where /usr is burnt into a CD-ROM and mounted... (-:
