There is Akaram TAB/TSC editor. It also has a nice Transliteration
keyboard using which you can easily type tamil without having to know
the tamil keyboard layout. You can download Akaram and a few fonts
required for the same from:

Unfortunately there is no such widely adopted standard for tamil
typing. So if you are planning to write an article, to say Kumudam,
you have to first write a mail in english and ask them what is their
Tamil Encoding Standard and then send your document in that standard
and send it across. Most do accept TSCII.
There is a mailing list called tamilinix (Note, not tamillinux or
somesuch). This is about tamil computing on _any_ Unix platform and
this isn't necessarily a free software discussion list. If you
are a free software enthusiast, you can wear your anti-non-free filter
glasses and read their mailing list. because thats what I do...
