MinGW is the windows port (sort of) of GCC in case you don't know.
So, cross compiling for Windows from GNU/Linux requires MinGW.
It is possible......check for how to cross compile in Linux using MinGW. We
have done and generated the full vlc.exe in Linux itself. The VLC Build
ReadMe has how to do it and what are the requirements.
