Can he access http://archive.ubuntu.com from the browser?

From what I see, he has set up a proxy for apt and forgotten about it
(laptop?).

1. echo $http_proxy ... is it empty or is it set to some value?
2. (I don't know a command line way to do this) Go to
System->Administration->Synaptic packager, and then do
Settings->Preferences->Network. Is a proxy set up here?
