  I haven't tried it, but I believe it's actually a POSIX API for
Windows. The intent is migrate programs the other way - from
proprietary Unices to Windows.

I am not sure about the current POSIX API -  sounds like it is
better now. But for a long time the general impression seemed 
to be that, MS maintained a crippled POSIX API in order to get
a foothold in government contracts.
