projects. And, secondly, we do not look to see if the project is

One reason is that there is no one available to write FOSS code. We
have got a govt project to implement completely in FOSS (maybe first
time in India), but can we get people to code for it? At govt
salaries it is impossible to get good inhouse coders - and
unfortunately, those who can do it are too busy scratching their itches.
