1. Multiple project (Many projects should be handled)
2. Resource Management (People & Material management)
3. Earned Value Management (EVM) (Budget & Expense)
4. Schedule & Tracking (Time tracking)
There are very good closed source packages like @Work, etc. However in
IT industry the norm is to use M$P.
The below are some good open source tools
On Windoze...
1. Openworkbench (works with wine but need to install windows version of
Java under wine)

2. Planner the very tool under Gnome (they don't have EVM implemented yet)
Platform independent.
