Two things.
Your firewall should let through certain non-TCP/UDP traffic. If I
remember correctly, IP protocols 50 and 51.
Your VPN system should have NAT-T enabled, if your firewall also does
NAT for your VPN endpoint.
Reading again, I am not very clear about your setup. Depending on your
network, there are several configuration issues to keep in mind when
one or both of the VPN end points are behind firewalls.
