Network monitoring is a huge subject. SNMP is the underlying protocol.
SNMP agent should be running in the network device. All the routers,
SNMP capable switches will be running snmp agent. Linux, Unix you have
net-snmp and for win built in snmp agent will be available.
You need to install nagios and configure it to poll the agents.
