If you are looking for low volumes, you can try things out at home by
purchasing a GSM Modem and by using Kannel Gateway (
http://www.kannel.org).

using a Wavecom GSM Modem that connects via the serial port. The modem I had
was not supported by Kannel, but I was able to tweak the existing driver to
make it work with the newer model. Having the source code is so much more
fun, ain't it?
IIRC, Kannel gateway is capable of posting the contents of the SMS recieved
to any specified URL. I used a simple PHP script to recieve the SMS and then
do whatever I wanted to do. You can also send out SMSs(e.g confirmations) by
posting to an URL that Kannel Gateway makes available. But GSM Modems may be
difficult to locate in India. I got mine from Singapore. Kannel is much more
powerful - if you are only using the SMSC, it is probably overkill. Of
course, you need a SIM card for the GSM Modem to work.
