802.11b has been delicensed for indoor / within a building or campus use
long ago (and my centrino laptop is connected over a linksys wrt54g wifi
router right now)
As for owning radio frequencies, it is quite similar to the usa, where the
fcc is responsible for allotting frequencies. I think the local authority
is TRAI, for this purpose, in india
