18 is a good number.
There are several other good ways, than to formally embrace a proprietary
solution.
1) Start a foundation. Get donations. I am yet to see one such foundation in
India yet.
Support few people full time in it.
Every successful Free Software project has a foundation to back.
2) Take ILUGC in the language of the State. More crowd will understand & turn
out.
3) Identify a location for the conduct of meeting that is easily reachable.
4) Having set an example for others to follow all these years I wish, we do
not not fall for fame or want of crowd.
My last mail on this thread :-) I have said whatever I need to, on this.
