I'm sorry if I missed out something else, but this doesn't look to me as
what students should be taught in 6th semester of CS.

This is what students should be learning in their third year (5th/6th
semesters):

The course will be offered as an _elective course_ in the 6th. semester.
There will also be an associated laboratory course covering the same
material.  This is _in addition_ to the `standard' CS curriculum in the
6th semester like the one in the link above.
