gimp is hard to use but comprehensive. I don't think it is as easy
and powerful as photoshop. (I have never used photoshop)
There is cinepaint.
Cinepaint is a successor of GIMP :) . Its former name was "Film GIMP" . We
can do many operations with this like in other tools. Every tool has its own
feature.
